Rules & Regulations
The following rules and regulations govern the conduct, membership, and functioning of Karnataka Rakshana Vedike (KRV). All members are expected to adhere to these rules to uphold the values, dignity, and objectives of the organisation.
1. Name & Objectives
- The organisation shall be known as Karnataka Rakshana Vedike (KRV), headquartered at Bangalore, Karnataka, India.
- The primary objective of KRV is to protect and promote the Kannada language, culture, and the rights and interests of Kannadigas across Karnataka and beyond.
- KRV shall work towards ensuring employment opportunities for local Kannadigas, implementation of the Official Language Policy, and safeguarding Karnataka's territorial integrity including resolution of border disputes.
- KRV shall undertake peaceful protests, awareness campaigns, cultural programmes, and social activities in furtherance of its objectives.
2. Membership
- Any Kannadiga above the age of 18 years who is committed to the ideals and objectives of KRV may apply for membership.
- Membership is open to residents of Karnataka as well as Kannadigas residing in other states or abroad.
- Members shall complete the official registration process and submit accurate personal information.
- Membership may be revoked if a member acts against the interests of KRV, violates these rules, or engages in conduct unbecoming of a member.
- Revocation of membership shall be done only after due inquiry and with the approval of the State Executive Committee.
- Members shall carry their official KRV identity card issued by the organisation at all times during KRV events and activities.
3. Organisational Structure
- KRV shall be governed by a State Executive Committee headed by the State President.
- The organisation shall have District, Taluk, and Gram Panchayat level units to ensure effective functioning at the grassroots level.
- All office-bearers shall be elected or appointed as per the prescribed procedure by the State Executive Committee.
- The term of office for all elected office-bearers shall be three (3) years, unless otherwise decided by the State Executive Committee.
- No individual shall hold the same position for more than two consecutive terms.
4. Code of Conduct
- All members shall conduct themselves with dignity and respect at all times, especially during public events and protests.
- Members shall not engage in violence, destruction of property, or any act that brings disrepute to KRV.
- Members shall not make any public statements on behalf of KRV without prior authorisation from the State President or authorised spokesperson.
- Members shall not use the KRV name or identity for personal gain, business promotion, or political activities outside the scope of KRV's objectives.
- Members shall cooperate with law enforcement authorities and abide by the laws of the land during all KRV activities.
- Use of alcohol, drugs, or any intoxicants during KRV events is strictly prohibited.
- Members shall treat fellow members, the public, and media representatives with courtesy and respect.
5. Activities & Programmes
- All activities undertaken under the KRV banner must be approved by the relevant District or State Committee.
- Protests and rallies shall be conducted peacefully and in compliance with all applicable permissions and legal requirements.
- KRV shall organise and participate in cultural events, Kannada Rajyotsava celebrations, and awareness programmes to promote Kannada language and culture.
- Any activity that may be perceived as promoting communal disharmony, religious intolerance, or hatred is strictly prohibited.
6. Finance & Accounts
- KRV shall maintain proper accounts of all income and expenditure, which shall be subject to annual audit.
- All funds collected in the name of KRV shall be deposited in the official KRV bank account.
- No member shall collect funds independently in the name of KRV without written authorisation from the State Treasurer.
- The annual accounts and audit report shall be placed before the State General Body meeting for approval.
7. Disciplinary Action
- Any complaint against a member shall be submitted in writing to the relevant District Committee or directly to the State Executive Committee.
- A Disciplinary Committee shall be constituted to inquire into complaints and recommend appropriate action.
- Disciplinary actions may include a written warning, temporary suspension, or permanent expulsion from KRV depending on the severity of the misconduct.
- The member under inquiry shall be given a fair opportunity to present their case before any action is taken.
8. Amendments to Rules
- These rules may be amended by a two-thirds majority vote of the State Executive Committee at a duly convened meeting.
- A notice of at least 15 days shall be given to all State Executive Committee members before any amendment is considered.
- Amendments shall come into effect immediately upon adoption unless otherwise specified.
